The Challenge

Hundreds of offshore wells, platforms and pipelines in the Gulf of Mexico must be plugged, removed or abandoned. Each campaign means work for P&A crews, well services, marine and heavy-lift contractors, subsea and ROV teams, and site-clearance firms.

The signals that a campaign is about to move are public. They sit in the records of the Bureau of Safety and Environmental Enforcement (BSEE). But they are spread across many datasets, they change daily, and they are hard to read as a commercial picture.

A business development (BD) team that wants this work must answer four questions:

  • Who is the operator to contact?
  • Why now: what changed that moves the timing?
  • What scope remains: how many wells, structures and pipeline segments?
  • How sure are we, and where is the evidence?

The raw data can answer these questions. But a team must check permits, date changes, ownership moves and removal activity across many tables, every day. Most teams do not have the time. They find out about a campaign after the pursuit window has closed.

Our Role

LucidReactor Labs designed, built and runs GOMDecom from end to end. Our work covered:

  • Market and data research: who buys decommissioning work, and which public records show it coming
  • A daily pipeline that snapshots 19 public BSEE datasets and detects meaningful changes
  • Linking of wells, structures, pipelines, leases and operators into campaigns
  • A scoring model with confidence levels and clear decisions
  • The web app, opportunity briefs with PDF export, and a weekly email
  • Pricing, sign-up and subscriptions

What We Built

Daily change detection

The pipeline takes a daily snapshot of 19 public BSEE datasets. It looks for changes that matter commercially: new permits, changed dates, ownership moves, removal activity and work starting. Users get a filtered feed, not a raw data dump.

Campaign linking

One campaign touches many records. GOMDecom links related wells, structures, pipelines, leases and operators into one campaign view. This view shows the scope, the timing, the operator context and the source records together.

Scoring and clear decisions

Each campaign gets a commercial score and a confidence level. The inputs are observable facts: remaining scope, permit activity, deadlines, lease status, production history, and agreement across datasets. Every factor is listed in the brief.

The result is one of three decisions: watch, investigate or engage now.

Evidence before opinion

Commercial teams act on these briefs, so trust is critical. We set one rule early: observed facts stay separate from interpretation.

Every ranked opportunity keeps links to its source records. Any inference that GOMDecom makes is labelled as inference. The product also states its limits clearly. It is not the authoritative BSEE or BOEM record. A BSEE cost estimate is not a contract value, and it does not prove that work is unawarded.

  • Opportunity Brief: the commercial window, the remaining observable scope, why the campaign is moving now, and a full trail of source evidence. Each brief exports as a PDF and includes 30 days of change monitoring.
  • Monday briefing: a short email at 07:00 each Monday. It lists new pursuit signals, named accounts that need attention, and commercial windows that moved.
  • Campaign search: a free, searchable and filterable view of every tracked campaign and operator.

A low-risk pricing model

We kept the entry cost low, so a team can test the product on one real target:

TierPriceWhat it includes
Free account$0Search every tracked campaign and operator
Opportunity Brief$19, one timeOne full brief with evidence and PDF
Radar$49 / monthRanked dashboard and unlimited briefs

The Radar launch rate stays locked for 12 months while the subscription is active.

The Result

GOMDecom is live and updates every day. Figures from the live site on 12 October 2026:

  • 19 BSEE datasets monitored daily
  • 593 Gulf campaigns tracked
  • 108 operators monitored
  • 125 commercially meaningful changes detected in the last 7 days
  • 45 known milestones in the next 90 days

A BD team can now see, in one brief, which operator to call, why the timing is moving, what scope remains, and the records that prove it.

Key Takeaways

Narrow scope lets you go deep. One basin and one data source made it possible to link records into real campaigns, not just list changes.

Evidence earns trust. Keeping source records apart from the scoring makes every brief easy to check, and easy to defend inside the customer’s team.

A low entry price lowers risk for buyers. A free search and a $19 brief let a team prove value on one target before it subscribes.

Questions

Frequently asked

A commercial intelligence service for Gulf of Mexico decommissioning. It monitors 19 public BSEE datasets daily and turns changes into ranked opportunity briefs for business development teams.

Who is GOMDecom for?

Business development and commercial teams in plug-and-abandonment, well services, marine and heavy lift, subsea, pipeline and site clearance.

How does GOMDecom keep its briefs trustworthy?

Observed facts stay separate from interpretation. Every ranked campaign links to its source records, carries a confidence level, and states the product's limits.

How much does GOMDecom cost?
